Transport Manager CPC Requirements Explained
To act as a professional transport manager for a Standard Operator Licence in the UK, you must hold a valid Certificate of Professional Competence (CPC). This qualification proves you understand the legal and safety responsibilities required to manage commercial goods transport.
Who Needs a Transport Manager CPC?
A Transport Manager CPC is legally required if:
-
You are applying for a Standard National or International Operator Licence
-
You will be listed as the nominated transport manager on a licence
-
You are an external or freelance transport manager supporting a business
Restricted licences do not require a CPC-qualified transport manager.
What the CPC Covers
The CPC demonstrates your understanding of:
-
Road safety regulations
-
Vehicle maintenance planning
-
Tachograph rules and drivers’ hours
-
Business and financial management
-
Employment law and driver licensing
-
Transport documentation and record keeping
It ensures the nominated person can manage a fleet legally and efficiently.
How to Get the Transport Manager CPC
You must pass the official qualification regulated by the Joint Approvals Unit for Periodic Training (JAUPT) and OCR. The process includes:
1. Training Course
You take a CPC course with an approved training provider. These typically last 7–10 days and cover all required syllabus areas.
2. CPC Exams
You must pass two exams:
-
Multiple-choice paper (usually 60 questions)
-
Case study exam (written, scenario-based)
You must pass both to qualify.
3. Certification
Once passed, you receive a CPC in Road Haulage Operations. This allows you to be listed as the transport manager on a Standard Operator Licence.
Can You Be Your Own Transport Manager?
Yes, if you’re the business owner and hold a valid CPC qualification. You can nominate yourself when applying for a Standard Licence.
If you don’t have one yet, you can request a “Period of Grace” during your application, giving you time to get qualified or appoint someone else.
Using an External Transport Manager
You can appoint an external CPC holder if:
-
They are qualified and available
-
They are listed on your operator licence
-
They are not overloaded with other clients (must not exceed legal vehicle limits)
They must be “effectively and continuously” managing your transport operations.
Ongoing Requirements After Qualification
-
Keep up to date with transport legislation
-
Be actively involved in compliance monitoring
-
Limit the number of licences and vehicles you oversee, as set by the Traffic Commissioner
-
Maintain your good repute and professional competence
