For operators of heavy goods vehicles (HGVs) in the UK, Financial standing is the requirement to show that your business has sufficient readily-available funds to run vehicles safely and compliantly. It forms one of the key tests when applying for or renewing a vehicle operators licence.

The requirement is not simply “have some money in the bank” — the funds must:

  • be accessible (i.e., you can draw on them when needed)

  • belong clearly to you (or your business)

  • be maintained over time, not just on the day of application

2025 Minimum Financial Standing Rates

Based on the most recent guidance and industry updates, the minimum financial standing levels for HGV operator licences (standard national/international & restricted) for 2025 are as follows:

Standard National / International Licences

  • £8,000 for the first heavy goods vehicle (HGV)

  • £4,500 for each additional HGV
*(So if you apply for a licence covering, say, 3 HGVs, you should show access to at least £8,000 + £4,500 + £4,500 = £17,000)

Restricted Operators Licence

  • £3,100 for the first HGV

  • £1,700 for each additional HGV

Mixed Fleets & Light Goods Vehicle Rates

If you operate a mixed fleet (HGV + lighter vehicles) or only light goods vehicles, there are lower rates for light goods vehicles. For example: £1,600 for the first LGV and £800 for each additional, when only LGVs are involved.

Why These Figures Matter

  • The Office of the Traffic Commissioner (OTC) expects you to maintain financial standing throughout the life of the licence, not simply at grant time.

  • Failure to meet the requirement may lead to:

    • refusal of a new licence or variation

    • a public inquiry

    • curtailment or revocation of an existing licence

  • These thresholds give the OTC assurance you can meet running costs, vehicle maintenance, driver wages, and other obligations without cutting corners.
