Every standard operator licence requires a CPC-qualified Transport Manager. If you don't have one in-house, BFT provides an experienced, accredited External Transport Manager — covering all 8 Traffic Commissioner office regions across Great Britain.
Under UK road transport law, every holder of a standard operator licence — whether national or international — must nominate a professionally competent Transport Manager who holds a valid Certificate of Professional Competence (CPC). This person is legally responsible for the management and organisation of road transport operations under the licence.
Many small and medium-sized operators do not have a CPC-qualified manager employed in-house. An External Transport Manager (ETM) fulfils this legal obligation on behalf of the operator — providing the required professional competence without the cost of a full-time hire.
Legal basis: The requirement for a professionally competent Transport Manager is set out in Regulation (EC) 1071/2009 (as retained in UK law), the Goods Vehicles (Licensing of Operators) Act 1995, and the Public Passenger Vehicles Act 1981. The Senior Traffic Commissioner's Statutory Document No. 3 sets out how TM nominations are assessed and what good management practice looks like in practice.
An external TM can manage up to four operator licences simultaneously under UK rules, subject to Traffic Commissioner scrutiny of the overall management arrangements. BFT's ETMs operate within these limits and maintain full documentation of their management activities across all client licences.

ETM fees depend on the size of your operation, the number of vehicles, the complexity of your licence, and the level of active management required. We confirm all fees in writing before any engagement begins.
Every ETM engagement is scoped individually. The fee we confirm will reflect the number of vehicles under the licence, the regularity of management contact required, the volume of compliance documentation to be reviewed, and whether PSV or HGV-specific expertise is needed.
Gold Vault clients: External Transport Manager oversight is included within the Gold Vault subscription at no additional cost. If you are already a Gold Vault member, speak to your BFT client manager about activating ETM oversight within your existing agreement.
