Specialist compliance support for HGV, PSV & school transport operators across the UK

Transport Compliance Specialists: CPC-QualifiedOperationally Experienced, Public Inquiry Ready

BFT Consulting is a specialist UK transport compliance consultancy. We don’t sell software. We don’t sell insurance. We build compliance systems that protect operator licences, and we represent operators when those licences are at risk.

Blue Flag Transport Consulting

BFT Consulting Ltd (Blue Flag Transport) is a specialist UK transport compliance consultancy serving HGV, PSV, and school transport operators across England, Scotland, and Wales. We provide Public Inquiry preparation, compliance audits, new licence applications, and ongoing compliance management through the BFT Vault.

Every BFT consultant is a CPC-accredited Transport Manager holding tertiary legal or business management qualifications. This is not a recruitment agency that places transport managers; this is a consultancy that applies structured governance methodology to the specific regulatory requirements of UK transport law.

Our compliance framework is outcome-based: every system we build, every audit we conduct, and every representation we make is designed to produce a specific, measurable result for the operator. We don’t do box-ticking. We build systems designed to withstand Traffic Commissioner scrutiny.

We work with operators from single-vehicle owner-drivers to multi-site fleets with 25+ vehicles. The regulatory requirements are the same regardless of fleet size, and the consequences of non-compliance are equally severe.

John Potgieter

Principal Consultant & CEO

John Potgieter holds a Master’s degree in Econometrics and an Honours degree in Business Management. As former EMEA Head of Banking at IBM, he led complex operations spanning multiple continents, building deep expertise in corporate governance, software systems, and structured compliance frameworks at enterprise scale.

That background gives John an intrinsic understanding of software architecture and business process management — skills he now applies directly to the UK transport industry. Where traditional consultancies treat compliance as paperwork, BFT engineers it: designing systems, processes, and management structures that keep operators compliant as a natural consequence of running their business well.

John holds the Certificate of Professional Competence (CPC) in both HGV and PSV operations and is a qualified Transport Manager who personally leads Public Inquiry preparation and representation, compliance audits, and operator licensing matters. He attends all eight regional Traffic Commissioner offices across England, Scotland, and Wales.

A published author on risk and compliance management, John’s academic grounding in quantitative methodologies ensures that BFT’s advice is evidence-based, measurable, and focused on outcomes — not box-ticking.

Built on the Law. Informed by the Tribunal.

Our compliance framework is built on the primary legislation, statutory instruments, regulatory guidance, and case law that govern UK transport operations. Every audit, every representation, and every compliance system we build is grounded in these authorities.

📜 Goods Vehicles (Licensing of Operators) Act 1995

The primary legislation governing goods vehicle operator licensing. Defines the requirements for professional competence, financial standing, good repute, and operating centre compliance.

📜 Transport Act 1985

The statutory framework for public service vehicle licensing. Governs PSV operator licensing, service registration, and the regulatory standards for passenger transport.

📜 Senior Traffic Commissioner’s Statutory Documents

The practice directions and guidance issued by the Senior Traffic Commissioner, setting out how Traffic Commissioners exercise their powers and the standards they apply at Public Inquiry.

📜 DVSA Guide to Maintaining Roadworthiness

The definitive guidance on vehicle maintenance standards for operators. Covers PMI schedules, defect reporting, brake testing, and the documentation DVSA expects to find at inspection.

Outcome-Based Compliance, Not Box-Ticking

Every operator we work with gets the same thing: a structured compliance system designed to produce a specific outcome. If you’re facing a Public Inquiry, the outcome is retaining your licence. If you’re running a compliant operation, the outcome is staying that way.

“We build systems designed to withstand Traffic Commissioner scrutiny. That’s the standard. Everything we do is measured against it.”

High-trust markets respond to authority, not enthusiasm. We earn trust through substance, regulatory knowledge, governance methodology, and measurable results, not through sales pressure or empty promises.
